Scaffolding Association Response to the Autumn Budget 2025

Today’s Autumn Budget gives some reassurance that the Government remains committed to investing in infrastructure and public projects. That continued investment is welcome, and it matters for the construction industry and the many specialist trades that support it.
However, for scaffolding contractors and other SME businesses working in a safety-critical environment, the Budget leaves several important gaps. Rising costs, skills shortages and a challenging procurement landscape continue to put pressure on firms that are doing everything right and working hard to maintain high standards.
The announcement of free training for under-25 apprentices is positive, but we need to see a much broader, fairer and more transparent approach to skills in our sector if we are going to attract and retain the people required to deliver the country’s ambitions on housing and infrastructure.
Robert Candy, Chief Executive of the Scaffolding Association, said:
“Our industry plays a vital role in keeping construction sites safe and keeping projects of all sizes moving. While there are some helpful measures in today’s Budget, many of the underlying issues facing SME contractors remain unresolved. We need a clear plan that supports skills, improves procurement, and helps businesses manage the rising cost of operating. The Scaffolding Association will continue to make the case for practical changes that support our members and the wider construction sector.”
We will keep engaging with ministers and officials in the weeks ahead to ensure specialist trades like ours are not overlooked and that the support offered matches the scale of what the industry is being asked to deliver.
